Measurement of the Sustainability Index of St. Petersburg NGOs in 2012

Participants: Dr. Elena Belokurova (CGES), Ekaterina Guseva (Center for NGOs Development St. Petersburg), Dr. Anna Orlova (Center for NGOs Development St. Petersburg), about 20 experts of St. Petersburg NGO sector.

In the framework of this small research project, the measurement and analysis of the Sustainability Index of St. Petersburg NGOs in 2012 was carried out in February 2013 through the methodology elaborated by the US AID in 2003, which is actively used in the evaluation of NGOs development in different countries, but especially actively in Central and Eastern Europe and former USSR. The methodology includes the evaluation of the current NGO situation on the basis of seven defined criteria and a proposed scale, which are evaluated by the best experts from the NGO sector, government and academia, and then discussed by them in order to come to the consensus evaluation.

The discussion of the experts organized in the framework of the project on February 28, 2013, lasted 6 hours and was very important, because it contained many important narratives provided by the experts. Therefore, it was recorded and made available for the public. As a result, both quantitative and qualitative evaluations and data are provided for the research and practice as well as for the further study in the comparative perspective. To disseminate the results, they were published on the Centre for NGOs Development web-page. They were presented to the broader public during the annual NGOs Forum “Social St. Petersburg” on November 21, 2013 and other meetings of NGOs, experts and the broader public.
